Not quite - everyone is covered, but if your income is over a certain amount ($80k or so) you have to buy health insurance, or pay more in taxes.

The health insurance gets a generous tax rebate, and is subject to price controls though. And pharmaceutical drugs are purchased by the government, to be sold on to patients.
