Becuase in 1992, America was a fair bit different --

she was a young'ish liberal woman who stood by her man as he was climbing the rungs of power, even to the point where he dishonored her marriage.

America at the time hadn't had a baby boomer president so there was age'ism, they hadn't had an anti-Vietnam president...and the cheating Bill did reflected on her as she stayed with him to climb the ladder of power. All in all, I think Hillary and Bill's marriage is vital to a lot of the disdain for her; it fed the narrative she was power-hungry even if she would forgive his serial adultery.

She was a target-rich environment for the cutthroat world of politics; she was a woman who wanted more (rarity in 92) and had her own thoughts, she was a literal different generation to many of the Right and she wasn't very good at defusing them.
