Frankly, anything's going to be a step down from Shanahan, who is an absolute savant at scheming. He's already one of the ten best I've ever seen, and he's just now 37.
The Falcons and Patriots will enter the season with the best two offenses. The question of which one winds up better probably comes down to injuries.
