I think he will have to recuse himself from the investigation and it will be because he will also be a witness. As for whether he should have written

it, I agree he shouldn't have, but he was ordered by his boss (who was ordered by the president) to make a case for firing Comey. He may have felt that he did a credible job explaining Comey's shortcomings and done an honest job generally (even if it was something he wouldn't have otherwise done). It wouldn't be the first case of someone following orders.
