see it this way: The right base (that is highly prone to outrage and feels it's way of life is under assault by the left) is larger than the highly motivated left that is marching and thinks it's way of life is under assault by the right. While there are more people who identify as dems, there is a larger percentage that is apathetic or more open to voting the other way. So in red leaning districts where that margin is even larger, it's much harder for the democrats to flip it even if republican enthusiasm overall is down. I guess I shouldn't say more prone to outrage, and just say a larger portion is more prone to outrage.
