Around 4 percent is generally considered full employment. for those unemployed, it's not that there are aren't jobs available, it's that people looking -- (edited)

are either not suited for that particular job or are simply waiting for better opportunities. The bigger point is that there are still millions who are employed who still rely on Medicaid. It's not just about finding a job.
