But it comes down to political allies and alliances more than voters. The conservative side of German politics is a coalition between the CDU (of

which Merkel is a member) and the CSU (which is Catholic, focussed on Bavaria and more conservative).

The CDU needs CSU support to win elections and get the rest of its agenda through. Meanwhile supportng gay marriage won't win the CDU many votes from the Socialists or the Greens. That's the cold calculation.

It's similar in the US. Dem leaders lagged public opinion in supporting same sex marriage publicly, not necessarily because they were worried about their own jobs, but because they were worried about what it would mean for their colleagues and their party's share of power.
