Well, last year's performances are--It really goes to organizations to inspire or create the culture to perform -- (edited)

So you can definitely go with the top 5, as those are quality organizations and have good systems and cultures in place. So you would have to rate the organizations and the very good ones will probably have players repeat with similar PFF #s...I can see that being the basis for those rankings.
But, to say the Broncos, for example are a worse quality team than 70% of the NFL, this year, because of performances, last year...you might as well base it off of schedule because the PFF grades of most players wildly vary, year-to-year and schedule is a factor, chemistry, etc. There's a lot of luck in turnovers, for instance...
For the Broncos--lack of a QB played a HUGE factor...a shitty offense from a mediocre QB had a ripple effect. Put Andrew Luck or Matt Ryan on that team and where to the grades fall? Is Demarious Thomas the #27th best WR in the league...no way...but, he was last year, and those grades are based off of how he performed, last year.
You could say, the organization hasn't done anything that would help him improve thus the rankings would be low again. I get it--they have a terrible QB--so they should have terrible performances, again. But you can't tell me he's a terrible player.
So, I honestly think that talent is somewhat level, for all teams--but, it's the organizations that really put those systems and/or culture in place that win, year-to-year. Patriots are a great example--they don't have great players, per se, they have a great system that milks the best of their players. Randy Moss was a bum in Oakland but had one of the greatest seasons the next year in NE--
Put a coach like Wade Philips, on the Rams--and guess where those Defense grades go--through the roof. The organization made changes there and you'll see the results.
Anyways..
