I guess someone at Bungie got upset with results of weapon tuning in D1.

Everyone uses one type of gun, that archetype is nerfed and one that is unused is buffed. Unless the latter is fusion rifles, then they are nerfed. This just leads to everyone using the new best archetype and that one needing a nerf. No rng rolls means people won't be looking for rolls on a type of gun, they'll look for a particular gun. Then it will get nerfed and people will look for the new best gun. So they made it even worse by needing to balance every gun.
Or changing perks is what weapon mods are for.
