Some level 3 raids could be soloed by someone your level.

With the right attackers brought up to the right level. Level 4 you probably need at least 4 other people. I did a Snorlax the other day. I think it was a group of 6 total. Blissey is going to be rough, Dragonite should always have quite a few people there. Whenever those are released.
