Having the cruiserweights as their own thing, separate from the main Raw roster, while leading to really good matches at times, tells the crowd "you can ignore this" and it's the new Divas Match bathroom break.
On the other hand, if these guys are part of Raw, they're all generally smaller flippy guys, which means they (in kayfabe) don't really stand a chance against bigger guys. Imagine Braun vs. Jack Gallagher for instance. He'd die.
