I absolutely think he proposed. That's an excellent jumping off point for the next Avengers film. The fight with Cap changed him and how he looked at life. Tony started appreciating his best friends and what he had more.

Politically, Marvel gives Sony something huge in exchange for getting to save Spider-Man from lesser producers. And if Sony doesn't have Marvel work on the next Spider-Man film, they're absolute fools.
