My guess is that the Accords only apply to adults. It's a non-issue for a 15-year-old.
I know that Civil War happened because of a teenager in the comics, but this is a different variation on the principle. There's no reason to think a child would have to submit government paperwork, at least until something in the Marvel Universe clearly spells out that this is the law.
