more to this to be figured out. They have a million little pieces of the puzzle, each of which looks bad on its own, but is not really enough or not technically actionable. The puzzle isn't put together yet and will take a decent amount of time. I think there could be a point where the House gets tired of it, or Trump further oversteps in favor of Russia and they can't abide it. The fact that they're trying to pass sanctions that he can't override is really telling. From a criminal standpoint there could be years. And everything could change if things flip in 2018. But there is not going to be any immediate fix. We can just hope that he is crippled enough and there is enough scrutiny that it keeps him in check to a degree until it gets there.
