countries, but also because Canadians see themselves as nice people from a nice place, so they want Canada to do good in the world.
When I look at Canada's recasting of foreign aid towards funding projects that support equality and female empowerment, it certainly has a domestic appeal to parts of the Liberal base, but it's also an approach grounded in "whatever works" and getting the most benefit from the relatively few dollars Canada spends.
