I wonder why it's illegal, but I suspect it probably has to do with people using it as an excuse to sublet space.

"No, I wasn't subletting my apartment. He was just petsitting my... uh... rat." But given that we can get away with AirBNB these days, I feel this law needs to be repealed. Fortunately, the dogwalking and petsitting lobby in New York is very powerful and will take care of this immediately.
