They desperately want to pass something and they can't figure it out. So what's happening is essentially they're just trying to back into something

that will pass by cajoling people into doing things they are told is just moving the ball forward rather than the real option. They're negotiating this like car salesmen (sort of get there on a price and then slipping in add-ons and fees and stuff they didn't mention when you agree on a price. It's incredibly dishonest. But the thing that's amazing is they are basically lying to themselves.
