No word on how long Lugia will be around.
To give you an idea of why it's so hard, the base capture rate is 3%. I believe the highest you can get it to is somewhere between 16-17 percent. I could be off a bit. To get it to the max catch rate you need to use a golden raspberry (2.5 multiplier) and get an excellent curve ball (I don't know about excellent, but curve is a 1.7 multiplier). Then you need gold medals for flying type and ice type for Articuno or psychic type for Lugia.
It's annoying when you don't get the extra balls for gym control bonus even when you've had something in that gym for over a day. I'm also not a fan of rejoining the battle if all your pokemon faint resetting your damage bonus.
