I just heard this on the radio. They do this to provoke us and others to talk to them, right?

I just don't quite get why they do this and then think it will get others to want to deal with them and give them money and food.
I need to find a good book or longform article about their reasons for continuing to do what they do. I have so many questions that I can't write it all here.
They worry me because they're so unstable and because we have a dolt running our country.
