But 1) Twitter-Blocking isn't a law passed by congress, 2) the person isn't denied access to Twitter, and 3) other avenues exist.

Engaging in a fireside chat on the radio shouldn't obligate the president to listen to anyone's radio address, so use of a social media account shouldn't obligate him to recuse himself of all its features and ensure two-way communication. If it were a Justice I'd throw that out.
