The Arch Maester dressed down Sam for disobeying an order which could have jeopardized all of the Citadel with an outbreak of Greyscale. While praising him for doing a medical feat almost nobody could do and worthy of a ring on his Maester's chain.
Sam's Punishment? transcribe all the ancient tomes which could date back to the Long Night and have everything Sam needs in them to defeat the Night's King.
Also I feel Sam is being a bit cheated. He should have the Ravenry & Warcraft rings just from his work at the wall with Maester Aemon. He might also be worthy to get the History & Math/Economics rings from his upbringing in a world where reading & writing to most of it's residents are scarce.
