No, but it gives you more of a chance.

Which is why large groups are best split up by team. It also helps if you have just wnough to beat it without rejoining. Probably 7-10 for Zapdos, maybe 12-15 for Lugia. I think I did Zapdos with 6, but it may have been 7. It also helps if people use the right counters. Mostly, no Blissey or Snorlax.
