It's the regional festivals. The Pikachu Invasion in Yokohama is reportedly insane.

You can't take a step without tripping on 3 Pikachu, there's extremely rare regional-specifics, tons of starter Pokémon (i.e. Charmander, Bulbasaur, etc.), and Unown, of course.
