until they see fire and smell smoke they don't think it's really a fire. We had a large apartment building, which is being built, in our neighborhood nearly burn down because they "thought" they smelled smoke but figured it wasn't a fire (the fire dept suspects the fire had been going for an hour before they were called...it's a big complex being built).
