But from their perspective, the wall is happening. Designs have been submitted, Trump is reviewing, etc...

For an issue like healthcare, it's not Trump's fault that no legislation has been passed, that's on Congress and Democrats. If the wall doesn't happen either, it won't reflect on Trump (for his supporters), and those Republicans who don't support Trump will think "we can live with this".
