If Federer wins the tournament in Montreal he'll be practically tied with Nadal for #2. Murray withdrew from Cincinnati.

So pretty likely next week will be a battle between Federer and Nadal for the #1 ranking. Even if he doesn't win Montreal, Federer will still be close enough to take #1 in Cincinnati, it just wouldn't be a straight up race to the top spot.
