And you want a gold psychic medal instead of electric.
You want dark or electric type against Lugia. Tyranitar with Bite and Crunch is best, though Stone Edge can also work. If you have a great Zapdos that you can power up it is also a good counter. Jolteon works, if needed you can use Umbreon. Gyarados with Bite and Crunch or Hydro Pump, a Dragonite with dragon moves (or Hurricane), Magneton and the same Golems you use for Zapdos will all work. The Golems die quick if Lugia has Hydro Pump. Frost Breath and Avalanche Jynx or a Houndoom with two dark moves can do a lot of damage, but die quickly. Same goes for most Gengars. Lapras (with two ice moves) and Articuno are good for the final spot as the deal decent damage and should be able to survive a while.
