I'm less confident. The choice for establishment Republicans is work with Dems and split the party, or do nothing and keep a semblance of party unity

or maintain a semblance of party unity by focussing on things everyone in their party can agree on (tax reform). I think they'll choose the latter.
Plus, any legislation would still have to get signed by the president.
