North Korea is acting like a threatened animal that thinks it's going to be eaten if it doesn't puff up and pretend to be bigger than it is.
Decades of experience at the State Department knows this. I assume this has been communicated to the administration. Now whether the administration chooses to believe this or not is beyond me.
I feel this is similar to the ramp up to war with Iraq. It was hawks inventing excuses to attack. And as fucked up as Iraq turned out, North Korea is likely to be worse because North Korea has a response mechanism that makes Saddam's scuds aimed at Tel Aviv look like BB pellets.
North Korea doesn't want war. It wants to be left alone. It knows that war will result in the demise of everyone in the upper echelons of the dictatorship.
