I don't know, frankly. I think it has to do with common sense. We used to have summers off so kids could work the farms, but we're a century past that nonsense and it's time society caught up. We're not an agrarian society any more. Kids should be in school for as long as we can afford it. We're actually cutting back on school days because of budgets. But common sense dictates that education should happen year round.
