My friend just dealt with this on his property. It's the neighbors responsibility.

But his neighbor was very slow to do the work so he trimmed it back to the fence line. The community common area would be the responsibility of the people that tend the grounds. I'm sure you could email someone and explain the situation and offer to trim it back to the property line.
