If you "don't do fusion rifles," forget everything from D1. Fusion rifles are king. Also, with Xur selling it, you are going to have a lot of raid groups saying "must have Merciless." Like Gjallarhorn for Crota. It may also be like Gjallarhorn in that Xur sells it early and then never again while everyone who passed chases it forever.

At least for the part of the raid I did and for the Nightfall, Merciless is almost assuredly your best choice.
