I assume you're being facetious because assume you have a population of 100 men and 100 women.

And for argument's sake, we'll assume that everyone is straight and paired up, but that people can be unfaithful to their partners.
100 men + 100 women = maximum of 100 babies that year.
Now if we remove one man from the population we get 99 men and 100 women. The maximum number of babies that can be born is still 100.
Keep going - 98 men, 97, 96, 95... the maximum number of babies that can be born remains 100.
Now if we go back to step one and remove a women from the population, we get 100 men and 99 women. The maximum number of babies that can be born is 99.
Keep going again - 98 women, 97, 96... the maximum number of babies that can be born gets smaller.
