Because, and this is an important detail that should extinguish any rage, the solar feeds power into the grid.

Which means linemen are at risk of finding live wires that "should" be dead since they aren't connected to the utilities source of power.

House with back up batteries, like Tesla's powerwalls, still disconnect their solar from the grid in emergencies, but can run on the stored power in the batteries.
