I had a student in a "Shark Tank" type project solve that exact problem. Seemed completely legit to me.

His idea was to make the black strip at the top of the windshield a solar panel.
There would be a thermostat inside the car. When it reached a certain point, small vents would open in the front and back of the car and small fans would simply circulate the air through the car.
I don't know if that would completely solve the problem, but it certainly wouldn't hurt.
You'd think in such a crowded market that one car company would come out with something.
