Destiny 2 infusion question

i've been noticing if I infuse a gun with the higher power gun, the "old" gun goes up to the "infused" gun's power level. In D1 it seemed to be more of an average in between the two. Is that...a glitch, or is that normal in D2 now? Example: have a auto rifle at 221, and you infuse it with an auto rifle that is 245, the one that was 221 is now 245.
