Yep - though looking into it, even then there's wiggle room. In Canada, the provinces have to ensure that all medically necessary healthcare services

are insured - though "medically necessary" determined by each province/territory jointly with their local physician colleges/groups.

But yes, there are federal mandates for healthcare to be publicly administered, universal, comprehensive, accessible based on medical need and portable across provinces.
