PR is billions in debt, I think in default. power grid was falling apart before, but yeah, army corps needs to come in

they'll probably park a nuclear carrier to supply power and water to the capitol (when we had an electrical crises back in the Enron days, the navy had a couple ships park just to add their power to the grid.)
