I read on reddit that it stacks so you need to kill multiple enemies. For example, if you kill 5 enemies and then reload you get credit for four but not the fifth since you reloaded after that one. If you then go and kill five more you get another four added to your total.

That is not obvious or clear from the instructions.

  - You're overthinking it. Just find enemies and kill until the clip is empty. Typically you may add 1 or 2 toward the counter per clip. - Shaun Sep 21, 07:25
