I think they are confusing terms.

They are talking about people who had confirmed seats on past days' canceled flights, and how people who were originally booked/confirmed on today's seats take priority. That's always how it works. The people from previous days may have confirmed standby, but not necessarily a confirmed seat.

Regardless what the facts are, they shouldn't be auctioning seats (and I bet this turns out to be an anomaly, but I could be wrong). That's never how standby for passengers being reaccomodated works.
