Absolute worst case scenario is 10 matches to get a package.

You'd have to lose every game.
Challenges (there are 3 daily) give you 2 tokens on the spot for each single challenge. Getting all 3 done will grant you 15 tokens when you turn them in.
It's really quite easy to get packages.
