I understand the free speech arguments, but I don't understand why a university even public, is obligated to rent space to a non-student.

Especially if it raises security concerns that will increase costs of the university. Maybe they can't set up content rules for determining who they will rent space to, but there may be other parameters that will pass muster (at least outside Alabama).
