This plan isn't block grants, I don't think. It doesn't change the fundamentals of ACA, for the most part. See NYT link below.

This isn't repeal or replace. It's a 2-year deal to continue subsidy funding, with a few tweaks, basically punting the long-term solution again -- nm

I'm not really sure. They were talking about a bipartisan deal of this type pre-EO, so I'm not really sure what this does or why it's needed.
