This plan isn't block grants, I don't think. It doesn't change the fundamentals of ACA, for the most part. See NYT link below.

This is basically meant to shore up the markets in the short-term while Washington continues to battle about what to do about health care. This is not a health care overhaul, it's an emergency band-aid
