I think they are both from one generation.

Someone who knows the games better could tell you more, but it looks like each generation has 2 or 3 games.
Also in rereading it mentions that they will appear as early as December. So maybe they are all released then. Or possibly only a few come out then. Possibilities for that could be the December raid boss that replaces Raikou/Entei/Suicune or as part of the holidays/new year event.
