They need to do that so that there's a reason to reset clan rank.

It stops going up once you hit the last perk. If it doesn't reset everyone will just be stuck at the max the entire time.
It also lets them add little distractions like ice hockey and snowball fights.
The one positive is that they will probably save weapon rebalances (barring something major) for seasonal resets. And every seasonal reset will likely see rebalancing as well as (hopefully) new weapons.
Mostly I'm worried they got a lot of things wrong by listening too much to the complaints of people who didn't play D1 much and ignoring what those who did play a lot liked about D1.
