The Tesla Model 3 production bottleneck appears to lie with Panasonic, the battery provider.

Tesla and Panasonic work together in the Nevada Gigafactory, with Panasonic producing the batteries and battery packs for the Powerwalls, Powerpacks, and Model 3 power packs.
It's not surprising that this is where the bottleneck is because in March 2016 the Gigafactory wasn't expected to produce enough batteries to build a half million cars until 2019/20. The timeline got moved up by over a year when the Model 3 reservations exceeded Tesla's wildest expectations.
Hopefully Panasonic's "soon" is actually soon and not "Tesla soon".
