Our trained police can't hit suspects in the street without shooting innocent bystanders. Regular people would make things so much worse.

We had a guy in Times Sq. causing a lot of trouble and multiple cops tried to shoot him only to shoot like four innocent people as well as planters, light poles and other objects. IIRC, they didn't actually hit the suspect.
