I've not heard of it for halloween on streets. here, they'll do it for some art & wine festivals, city/town events, that sort of thing. -- (edited)

ed. to add that, googling, I see there are some bay area spots where they have gatherings related to the day where fire trucks are a feature. still not regular streets, though.
