Illinois is a state that (at least in the past) would alter which side of the highway was the passing lane. As in, to even-out wear and tear...

... they would make the right lane the passing lane for a year or so. Not sure if they continue to do so but I like to think that concept causes the idiocy I see today. But probably not.
